Eugene Ashley, 24, of 108 Mathis Drive, was charged with one count of cruelty to children and one count of tattooing a person under the age of 18 after it was reported he tattooed letters ‘DB’ into the right shoulder of a 3-year-old child, Floyd County Jail warrants stated.
