According to Georgia State Patrol reports obtained Wednesday:
The driver of the car, Scott Edwin Ballard, of 1 Foliage Way, Rome, was charged by troopers with driving with a suspended or revoked license. He was released from jail on Sunday on a $1,150 bond, according to jail officials.
John Geoffrey Spann, 23, was walking his dog along Old Summerville Road on Sunday around 1:14 p.m. when the dog darted into the road and Spann made an “abrupt maneuver which placed him in the lane of travel” of the car, according to a report from the Georgia State Patrol.
Spann was taken to Floyd Medical Center where he died on Monday night.
A person walking with Spann was not injured. The dog was not located.
